No need to retry.  TDX Resources needed for TDH.VP.FLUSH are, TDVPR as exclusive,
TDR as shared, and TDCS as shared.

This vp flush function is called when destructing vcpu/TD or vcpu migration.  No
other thread uses TDVPR in those cases.
